You really need to browse through some general Gardening books especially those for your area.
Alternatively, the BBC produced a good series called “How to be a gardener” you might be able to get it on DVD.
I don’t know what’s available in India, but small plants will generally be annuals which (in England) we would sow in spring for flowering over summer. They would be varieties such as Lobelia, Impatiens, Begonia, Marigold, Petunia, Verbena, Alyssum, Antirrhinum. You can also try half hardy annuals which are sown directly on the soil in spring.
You would do well to consult a local nursery/garden centre to see what varieties are available in your area or find an Indian seed supplier.
